Sheila
Blake is the Code Administrator for the City of Houston responsible for
updating the construction codes for city adoption, issuing formal code
analysis and interpretation, and oversight in permitting all construction
activities in the City. Having worked in construction as a union carpenter,
then as principal in a permit consulting firm, she began her career with the
City as a building inspector, serving as Chief Building Inspector before
becoming Assistant Director.
Her
achievements include bringing formal code training to the City through the
annual Houston Building Professional Institute code seminar, and managing
the adoption of the 1997, 2000 and 2003 Construction Codes. She authored the
ICC book: Residential Inspector's Guide: Based on the 2006 International
Residential Code Building and Energy Provisions. Participating in
national code hearings for the past 10 years she served on the ICC Building
Code General Committee (03-04) and the Residential Construction in High Wind
Regions Standard Committee.
She
serves on the USGBC Codes Committee and her local green building activities
involve instituting a plan review LEED incentive and LEED training sessions
for staff. She is currently tasked with establishing the Code Enforcement
Green Building Resource Center and coordinating with the Mayor’s Green
Building Advisory Committee on greening the codes. Current projects include
rolling out the new City of Houston energy code with “above code”
improvements based on the 2004 ASHRAE 90.1 standard for commercial
structures, along with creating a guideline to identify code options to
divert C&D waste through reuse.
